研討會簡介
研討會以「氣候變遷對人權的影響」及「優化國家人權機構之運作效能」為主題,邀請各國國家人權機構代表、國內外人權領域之專家學者及人權組織實務工作者,透過人權議題、政策與經驗的跨國交流,共同追求平等與人權價值,盼藉交流經驗和良好做法,優化國家人權機構之運作效能,並強化人權保障,持續探究國際普世人權價值及規範,檢討國家人權政策並提出建議。

Marina EUDES is Professor of International Law
at the University of Paris Nanterre.
She is a member of the Centre de droit
international and co-director of the Master's
programme in International and Comparative
Criminal Law. She teaches Human Rights Law,
International Humanitarian Law, International
Criminal Law and International and European
Environmental Law. She has supervised several
theses and dissertations on these subjects.
She is a member of the Jury of the Joinet Thesis
Prize for «International Criminal Justice and
International Humanitarian Law» and of the
Scientific Council of the «Moot court
Competition before the International Criminal
Court».
From 2014 to 2016, she was a judge-assessor for
the Office of the High Commissioner for Refugees
on the National Court of Asylum.
After co-authoring the textbook International
Crimes Law (PUF, 2018), she co-edited a
Humanitarian Law and Practice Treaty (LGDJ,
2019) and a book Encamped, by what right(s)?
(LGDJ, 2020). She also co-edits l’Annuaire de
justice transitionnelle (LGDJ).
In 2022, she was appointed as a qualified member
of the National Consultative Commission on Human
Rights, where she chairs the «International and
European Issues» sub-committee.

Miles Young is the Director
of the Human
Rights and Social Development Division at
the Pacific Community (SPC) based in the
organisation's regional Suva, Fiji,
Office.
Born and raised in Fiji, Miles has over 25
years of professional experience, largely
working as a human rights and rule of law
development practitioner across the Pacific,
Asia and Africa. He joined SPC following
roles with the Food and Agriculture
Organization of the United Nations, the
Australia Indonesia Partnership for Justice
Programme in Indonesia, and the
International Development Law Organization
in Italy and Australia, as well as in
private legal practice in Fiji, Australia,
and Indonesia.
Miles has worked on a wide
range of substantive areas in the human
rights and rule of law spaces including:
access to justice / legal aid; women’s
rights and gender equality;
constitution-making; judicial
administration; international trade law; and
agriculture law / food security. Miles holds
degrees in politics and law from the
University of Sydney, Australia.”

Pip Dargan has over 30 years’
experience working in international human rights
and with national human rights institutions
(NHRIs).
Ms Dargan is a founding senior staff member of
the Asia Pacific Form of National Human Rights
Institutions (APF) established in 1996. As
Deputy Director she led global advocacy
campaigns in relation to NHRI participation
rights at the UN Human Rights Council and UN
Commission on the Status of Women, as well as
co-manage the secretariat. Ms Dargan led
programmatic membership services to support the
strengthen of their capacity in relation to
gender equality, women and girl’s human rights,
internally displaced persons and LGBTIQ.
In 2019 Ms Dargan became the APF’s Principal
Adviser, Leadership Services – a new senior
position at the APF to support NHRI leadership.
The role directs the capacity assessment,
capacity assessment review, high-level dialogues
(HLD), APF Virtual Dialogues and leadership
outreach programmes that deliver expert and
trusted advisory and capacity development
services to APF’s members and prospective
members. Ms Dargan has coordinated and
participated in HLDs for the NHRI leadership of
Malaysia, Pakistan, New Zealand, Timor-Leste and
Afghanistan, Myanmar, Bangladesh, Thailand,
Taiwan, Maldives, and Mongolia. She managed the
virtual capacity assessment review of the NHRIs
of Timor-Leste (2020) and the Bahrain NHRI
(2021). In 2022 and 2023 she organised and
participated in the Capacity Assessments of the
Ombudsman of Turkmenistan and the National
Centre for Human Rights of Kazakhstan.
In 2009 Ms Dargan was appointed by Federal
Minister of Foreign Affairs, the Hon Stephen
Smith MP, as an Expert member to the Department
of Foreign Affairs Human Rights Grant Scheme
Panel. She provided expert advice on human
rights funding proposals human rights NGOs in
the Asian, Pacific, and African regions. Ms
Dargan continued in this role until the
Government's discontinuation of the Scheme in
February 2014.
In 1996 Ms Dargan was nominated as a Young Asian
Leader under the Australia-Asia Institute
Program, University of NSW.
Ms Dargan holds a Bachelor of Arts degree from
the University of Sydney majoring in Government
and History.

Richard P.Palpal-latoc

Atty. Richard P.Palpal-latoc
is the Chairperson of the 6th Commission en Banc
of the Commission on Human Rights of the
Philippines (CHRP). Prior to his appointment,
Chairperson Palpal-latoc served as the Deputy
Executive Secretary for Legal Affairs under the
Office of the President. Chairperson
Palpal-latoc similarly served the government in
the past in various capacities and rose from the
ranks, including being an Assistant City
Prosecutor at the Office of the City Prosecutor
in Quezon, a lawyer at the Department of Social
Welfare and Development, and as a Graft
Investigation and Prosecution Officer under the
Office of the Ombudsman.
Chairperson Palpal-latoc also led a robust
private practice career. He is a trial lawyer
and partner at the Rodriguez Esquivel
Palpal-latoc Law Firm. He is an alumnus of the
University of Santo Tomas—Philosophy and
Bachelor of Laws—and was accepted to the Bar in
2002.
Chairperson Palpal-latoc is the Focal Person on
the environment and climate change, the rights
of persons with disabilities, business and human
rights, among others.

Professor Jiunn-rong Yeh is National Taiwan
University Chair Professor. He holds JSD degree
from Yale Law School and has researched and
taught intensively on theories and process of
constitutional change, globalization and
regulatory theories, environmental regulation
and climate change with rich contextual
underpinnings. Professor Yeh held ministerial
positions in the government. He was Ministers of
Education and the Interior in the cabinet of
Taiwan. He was a primary designer or drafter of
several fundamental legislative bills and
involved heavily in constitutional revisions and
regulatory reform in the context of Taiwan’s
democratic transition. He received Award of
Excellence in Research from National Science
Council, Hall of fame Fulbright Taiwan, and was
appointed as National Taiwan University chair
professor. He also held teaching positions in
many major foreign institutions, including Duke,
Columbia, Toronto, Harvard, and Melbourne. He
was named Distinguished Visiting Faculty
2000-2001 by the University of Toronto Faculty
of Law. In 2013, he was appointed by the
Melbourne Law School as a Professorial Fellow.
Professor Yeh’s recent publications include The
Constitution of Taiwan: A Contextual Analysis
(Hart Publishing, 2016). Asian Courts in Context
(Cambridge University Press, 2015, coedited with
Wen-Chen Chang)
葉俊榮任教於臺大法律學院,為國立臺灣大學講座教授。
葉教授為美國耶魯大學法學博士,研究憲法變遷與民主治理,全球化與管制理論,環境法與氣候治理。葉教授於學術研究與教學之外,也近身研究參與台灣的民主轉型與法治建設。他曾任國立臺灣大學法學院副院長兼教務分處主任,且兩度借調至行政院擔任教育部長,內政部長,研考會主委及行政院政務委員等職,推動國土計畫,防災應變,警政現代化,移民政策,社會團體立法,十二年國教課綱,高教深耕,電子化政府,政府改造,永續發展等重要政策。葉教授學術研究曾或國科會學術傑出獎,入選傅爾布萊特台灣名人堂,榮獲臺大講座教授,獲加拿大多倫多大學聘為傑出訪問教授,亦榮獲澳洲墨爾本大學法學院遴選為Professorial
Fellow。葉教授中英文著作豐富,主要著作包括氣候變遷治理與法律(台大出版社,2015),The

Wen-Chen Chang is Distinguished Professor of National Taiwan University College of Law and Joint-Appointment Professor at National Yang Ming Chiao Tung University School of Law. Her teaching and research interests lie in comparative constitutional law, international human rights, administrative laws, and law and society. She has published major scholarly works on comparative constitutional studies including coedited volumes of Constitutionalism in Asia: Cases and Materials (Hart Publishing, 2014), Asian Courts in Context (Cambridge University Press, 2015), and Gender, Sexuality and Constitutionalism in Asia (Hart Publishing, forthcoming 2023). She serves in the editorial boards of International Journal of Constitutional Law, Cambridge Journal of Global Constitutionalism, Asian Journal of Comparative Law, and Asian Journal of Law and Society. She has received numerous awards for her teaching and research including recently the Excellence in English Teaching Award by National Taiwan University in 2021 and the Outstanding Research Award by Taiwan’s Ministry of Science and Technology in 2015.

Experience
Mr. Kao is an expert in human rights theory and
international human rights law. He has been
tirelessly devoting himself to human rights and
democracy advocacy: he served as Convener for
the Covenants Watch, Member of the Board of
Trustees for the Taiwan Foundation for
Democracy, Supervisor for the Amnesty
International Taiwan, Chief Executive Officer
for the Judicial Reform Foundation, and Member
of Executive Committee for the Taiwan Alliance
to End the Death Penalty.
Mr. Kao is also a very experienced lawyer. He
has held the post of Partner Attorney for
Primordial Law Firm and Deputy Secretary-General
for the Taiwan Bar Association.
高涌誠委員對人權理論與國際人權法有長期的研究,也親身投入人權與民主的推廣工作。他曾擔任人權公約施行監督聯盟召集人、台灣民主基金會董事、國際特赦組織台灣分會監事、民間司法改革基金會執行長、廢除死刑推動聯盟執行委員。
高委員也具備專業的法律實務經驗,曾擔任元貞聯合法律事務所合夥律師、中華民國律師公會全國聯合會副秘書長。
Mette Thygesen

Mette Thygesen has been the
International Director at the Danish Institute
for Human Rights since November 2022. She is an
experienced diplomat who has served as
ambassador of Denmark in i.a. Ethiopia, Sudan
and South Sudan, as permanent representative to
the African Union, and has also been special
representative to the Sahel and Maghreb
countries.
From 2019 to 2022, she was Head of
Department for Humanitarian Action, Civil
Society, and Engagement – leading Denmark’s
development assistance in the field of democracy
and human rights. Previously, Mette Thygesen has
served in the European Commission.
Throughout
her career, she has had a strong focus on
multilateral cooperation in the European Union
and the United Nations, including in the areas
of peace, stability, and development. Mette
Thygesen is M.Sc. and MBA.

YM Tengku Mohamed Fauzi Tengku Abdul Hamid previously was a Director of Ko-Operasi Usaha Bersatu Berhad (KUBB) from 1991-1997, and he was also the Director of KUB from 1997-2003. From June 2005 – Jan 2018, he was a Company Director for Formosa Prosonic Industries Bhd. Tengku Mohamed Fauzi Bin Tengku Abdul Hamid started his own practice in 1985 specializing in corporate-commercial law and intellectual property law. He was previously a Partner for M/s Tengku Mohamed, Achan & Lim from 1985-1992, Managing Partner for M/s Tengku Mohamed & Alan Lim from 1993-2010 and he was also Managing Partner for M/s Tengku Mohamed & Co. from 2011-2020. Currently, he is practicing as a Legal Consultant at M/s Tengku Mohamed & Co. My name is Valagas Gadeljeman(Hu, Che-Hao). I am an Indigenous Paiwan people from qinaljanljaMakazayazaya,ljaiziuci a community named Makazayazaya(瑪家) and iziuci(三和村) in southern Taiwan. I am a PhD Candidate in Graduate Institute of Building & Planning, National Taiwan University. My research focused on how the Indigenous Peoples applied traditional methods of site selection to reduce the loss involved in the post-disaster relocation policy and how community meetings eased people's sense of uncertainty in the face of change. In 2009, Typhoon Morakot caused severe damage to the traditional homelands ofTaiwanese indigenous peoples and forced them to relocate to an unfamiliar environment with no space for graveyards for the ancestors’ spirits to settle. It can be observed that societies of different cultures hold different temporal and spatial perspectives on values, beliefs and the practice of everyday life. An understanding of these perspectives and local knowledge is out of reach of decision makers and the authorities however.

Professor Sun was also the founding director of the Social Law Society of Taiwan and a member of the Presidential Office Human Rights Consultative Committee, the Executive Yuan Committee for the Promotion of the Rights of Persons with Disabilities, and the Civil Service Protection and Training Commission among others.

Considered one of the world’s leading experts on disability law and policy, Dr. Stein participated in the drafting of the UN Convention on the Rights of Persons with Disabilities; works with disabled peoples’ organizations and non-governmental organizations around the world; actively consults with governments on their disability laws and policies; advises an array of UN bodies and national human rights institutions; and has brought landmark disability rights litigation globally. Professor Stein has received numerous awards in recognition of his transformative work, including the National Order of Merit (Ecuador); USICD Dole/Harkin Award; inaugural Morton E. Ruderman Prize; inaugural Henry Viscardi Achievement Award; ABA Paul G. Hearne Award; and inaugural Harvard University Excellence in Accessibility and Inclusion Faculty Award. His authoritative and path-breaking scholarship of 270 academic publications and 10 books have been published worldwide by leading journals and academic presses and has been supported by fellowships and awards from the American Council of Learned Societies, National Endowment for the Humanities, and National Institute on Disability Rehabilitation and Research, among others. She currently serves on the National Human Rights Commission under the Control Yuan.

Dr. Fort Fu-Te Liao holds a Ph.D. in Law from Oxford University and is currently a research professor
at the Academia Sinica Institutum Iurisprudentiae, joint appointment professor at the Tunghai
University College of Law, adjunct professor at the National Taipei University College Of Law, and
adjunct professor at the Soochow University Human Rights M.A. Program.
Dr. Liao previously served as deputy convener for the Presidential Office Human Rights Consultative
Committee, member of the Executive Yuan Human Rights Task Force, member of the Executive Yuan Gender
Equality Committee, advisory consultant for the National Human Rights Commission under the Control
Yuan, president of the Taiwan Foundation for Democracy, vice chairperson of the Taiwan Association for
Human Rights, president of the Taiwanese Society of International Law, and chairperson of the Taiwan
New Century Foundation.
He specializes in human rights law, international law, constitutional law, and European law. His works
include Human Rights Laws in Europe, International Human Rights Laws: Analysis & Applications in
Taiwan, Collection of Articles on Human Rights Laws, National Human Rights Commission, Domestic Impact
of International Human Rights Law, The United Nations and Human Rights Protection: Oversight,
Treaties, and Applications in Taiwan, and International Comparative Analysis of International Human
Rights Organizations.

Mr. Ganbat Ganbold works for Mongolia's National Human Rights Commission as an Officer in Charge of International Mechanisms. Mr. Ganbat Ganbold is a lawyer who graduated from the National University of Mongolia's Law School. He holds master's degrees in Public Administration from the Sungkyunkwan University of the Republic of Korea and the Tsinghua University of the People's Republic of China. He formerly worked for the Secretariat of the State Great Hural of Mongolia, the Mongolia Immigration Agency, the General Authority for State Registration, and the Ministry of Culture before joining the National Human Rights Commission of Mongolia.

Professor Chen Chun-hung currently is a professor at the Soochow University Department of Political Science, president of the Fu Zheng Research Center for Democracy, and member of the Executive Yuan Transitional Justice Board. He was formerly the director of the National Human Rights Museum ( 2017-2021), Chang Fo-Chuan Center for the Study of Human Rights (2015-2017), and Taiwan Association for Truth and Reconciliation (2011-2013). He currently specializes in human rights and transitional justice, with a special focus on difficult knowledge and politics of memory.

Atty. Richard P.Palpal-latoc
is the Chairperson of the 6th Commission en Banc
of the Commission on Human Rights of the
Philippines (CHRP). Prior to his appointment,
Chairperson Palpal-latoc served as the Deputy
Executive Secretary for Legal Affairs under the
Office of the President. Chairperson
Palpal-latoc similarly served the government in
the past in various capacities and rose from the
ranks, including being an Assistant City
Prosecutor at the Office of the City Prosecutor
in Quezon, a lawyer at the Department of Social
Welfare and Development, and as a Graft
Investigation and Prosecution Officer under the
Office of the Ombudsman.
Chairperson Palpal-latoc also led a robust
private practice career. He is a trial lawyer
and partner at the Rodriguez Esquivel
Palpal-latoc Law Firm. He is an alumnus of the
University of Santo Tomas—Philosophy and
Bachelor of Laws—and was accepted to the Bar in
2002.
Chairperson Palpal-latoc is the Focal Person on
the environment and climate change, the rights
of persons with disabilities, business and human
rights, among others.

Mrs. Otgontungalag Tsevel has been a member of the National Human Rights Commission of Mongolia's Human Rights Defenders Committee since 2022. Mrs. Otgontungalag Tsevel is a licensed attorney and a member of the Mongolian Bar Association. She has a master's degree in law from Turin Law School in Italy. She specialized in labor and employment issues. She previously worked for the Confederation of Mongolian Trade Unions, a civil society organization promoting gender equality, and was a member of the National Human Rights Commission of Mongolia's Civil Society Advisory Board, which is made up of delegates from civil society organizations.
Otgontungalag Tsevel 女士自 2022 年起為蒙古國家人權委員會人權捍衛者委員會委員, 為執業律師、蒙古國律師公會會員。Otgontungalag 擁有義大利杜林法學院碩士學位,專精於勞工及僱傭議題, 先前曾服務於蒙古工會聯盟,為一致力於推廣性別平等的公民社會組織, 同時為蒙古國家人權委員會公民社會諮詢委員會成員,該委員會由公民社會組織代表組成。

Antoine Madelin is the Director for international advocacy of the International Federation for Human Rights (FIDH), a human rights NGO representing 188 human rights organisations in 116 countries. A graduate in law, human rights (Univserité Paris X Nanterre) and in European political studies (College of Europe, Bruges), Antoine Madelin first worked for the French Prime Minister's office and in the front office of France's Secretary of State for European Affairs. He joined FIDH 22 years ago, as Permanent Representative to the United Nations in Geneva, and subsequently as Permanent representative to the European Union in Brussels. He now coordinates FIDH's advocacy work, mainly undertaken through FIDH delegations to the UN in Geneva, to the European institutions in Brussels, and to the African Commission, as well as towards businesses and economic investors. He is a member of the French National human rights Institution (CNCDH), and the Forum pour l’InvestissementResponsable (FIR – French SIF), where he represents FIDH.

Yibee Huang is the Chief
Executive Officer of the
Covenants Watch, an NGO coalition composed
of
human rights groups and organizations of
persons with
disabilities to monitor the implementation
of the UN
human rights treaties that have domestic
legal effect
and strengthen the human rights mechanisms
in
Taiwan. She studied psychology, law, and has
a
doctoral degree in public health.
In addition to the
coordination of civil society groups in
advocacy work
to revise laws in line with international
human rights standards (e.g., the Prison
Act) and to
produce quality parallel reports to
supplement the state party reports on core
human rights
treaties, she delivers training courses and
helps strengthen arguments made by partner
organizations from the perspectives of
international human rights standards. Apart
from
advocacy activities, Yibee’s research
interests include the development of human
rights
indicators and impact assessment, as well as
application of human rights treaties in
domestic courts (e.g., equal access to
justice of persons with psychosocial and
intellectual
disabilities). Apart from her NGO role, she
is one of the first 12 expert lay judges
serving
for the Disciplinary Court from 2020 till
2023 and a member of a few ministerial-level
human rights workgroups.

Alvin Chang is a co-founder of the "Taiwan Youth Association for Democracy," which is the first policy advocacy and capacity-building organization in Taiwan primarily focused on the youth. Alvin has a long-standing commitment to advocating for the rights of children and students, working to promote the implementation of the Convention on the Rights of the Child in Taiwan. He empowers young people to become advocates for various issues, promoting mainstream acceptance of granting civic rights at the age of eighteen and reducing age limits. He continues to advocate for changes in the "legal age of adulthood" and the "age of citizenship," with the aim of making youth a cornerstone in deepening democracy.
共同創立臺灣第一個以青年為主體的政策倡議、培力組織——「臺灣青年民主協會」。長期關注重視兒少表意權與學生權利,推動兒童權利公約在台灣之落實,培力青年成為議題工作行動者,推動十八歲公民權、降低年齡限制主流化,透過「民法成年年齡」及「公民權年齡」持續倡議,期望青年成為深化民主之基石。

Tuhi Martukaw (Jocelyn
Ting-Hui Hung Chien) is from the Kasavakan
Community of the Pinuyumayan Peoples in
Taiwan. She has BA in Diplomacy from
National Chang-Chi University, Taiwan and MA
in European Studies from University of
Hamburg, Germany. She is currently a Ph.D.
student in the communication studies and a
journalist focus on international affairs at
the Mirror TV.
She is an active Indigenous woman at all
levels. She was the co-chair of the Global
Indigenous Youth Caucus, which is a working
group formally recognized by the UN
Permanent Forum on Indigenous Issues from
2010 to 2015. She founded the LIMA Taiwan
Indigenous Youth Working Group in 2013 with
the vision to connect the indigenous youth
across the borders and continents, to share
views and experiences, to contribute in the
struggle of their rights and to build up
their capacity to shoulder the
responsibility of carrying on their cultural
heritage and advocacy for equality and
justice. Since 2014, she started to work as
an Indigenous journalist. With the
experiences of grass-root social
participation, she tries to transform the
lessons she learned and the insights she
obtained into short documentaries and news
reports, in order to express her opinions on
certain problems and point out the crux of
the disputed issues based on Indigenous
point of view.
台東Kasavakan(建和)部落卑南族人,關注並投入原住民族權利、性別議題、青年培力、氣候變遷等相關工作,現為鏡電視採訪中心國際組記者暨說新聞主播、LIMA台灣原住民青年團團長、台灣原住民族政策協會常務理事。
自2006年迄今,持續參與聯合國原住民議題常設論壇(UNPFII)以及與原住民權利相關之國際會議和國內政策倡議行動,2010-2015年擔任UNPFII正式認可之全球原住民青年工作小組(Global
Indigenous Youth
Caucus)主席。於2013年成立LIMA台灣原住民青年團,推動原住民青年在國際和公共事務的在地培力及國際串聯,並且積極參與國際公約審查程序。
2014年進入原住民族電視台正式成為媒體工作者,負責國際新聞專題及專訪編譯、企劃、採訪、攝影,青年訪談節目製作協調,致力於將國內外公共事務、權利議題的參與經驗,轉化成傳達原住民族觀點的影像紀錄及報導,並且連結國際及草根經驗,期待透過影音作品,讓更多人認識原住民族的文化與歷史、理解原住民族社會的現況與挑戰。
